Give this a try:
Lift the lower cross section of the Hills folding rotary clothesline, until the arms reach a horizontal position. At this point a latch engages and holds the clothesline in place.
Tried the above and your clothesline is still not locking in place?
This is usually a sign that the latch mechanism is damaged and needs replacing.
